At the initiative of our national leader Heydar Aliyev, specialists in the field of land management were trained for our country outside the Republic during the former Soviet Union (Moscow Institute of Civil Engineers, Voronezh Agricultural Institute, etc.). However, this small contingent was not able to fully solve the big problem facing the country - the efficient use of natural resources, including land resources, the development of a comprehensive system of measures for their protection.




Academician M.I.Jafarov applied to the relevant agencies to start the training of specialists in the field of land management in our country, and in 1976, the admission of students majoring in land management began at ACTI.
In the first year, the training of specialists in the field of land management was carried out at the Department of Soil Science, Agricultural Land Reclamation, and Land Management.




Later, the department was established under the names "Land Management and Geodesy" and "Land Management and Land Inspection".
Employees of the department R.M. Guliyev defended their doctoral dissertations, AI Huseynov and A.D.Babayeva defended their Ph.D. dissertations with the support of academician M.I.Jafarov.
The first head of the department was associate professor Urfan Agayev, then the department was headed by associate professor Ramiz Guliyev, associate professor Zahid Suleymanov, again in 2007-2009 R.M.Guliyev, in 2009-2016 associate professor Afgan Huseynov, in 2016-2019 associate professor Aygun Babayeva was elected.




From 2020, the department, under the name of land management, is headed by Azer Khalilov, acting associate professor.
A number of scientific works authored and co-authored by employees of the department are used as textbooks and teaching aids in relevant universities and lyceums.
The main direction of the research work of the department is the development of theory and scientific-methodological bases on the organization of efficient use and protection of land resources in the conditions of market land relations, altitude, and irrigated agriculture.




Employees of the department have closely been involved in the creation of the legal and regulatory framework of agrarian and land reforms in our country, have worked as part of the working groups of the Milli Majlis. The ideas and suggestions of the employees of the department as scientists-specialists have served to make the land legislation in Azerbaijan more civilized, more perfect, and to implement them successfully.
Participation in government programs
During the land reform carried out in the country on the basis of the State Program, relevant recommendations were given by the teaching staff on the definition of land boundaries by forms of ownership, the compilation of electronic cadastral maps, the design of new highways, the design of water and oil pipelines, etc. and they took part in defining the boundaries on the ground, compiling maps and cadastral plans.




The department implements a joint urban development project in international projects, including with the company Integris.
The department also conducts GIS training. The training conducted by leading specialists of companies and state enterprises operating in the country - Akkord, Agro Dairy, Goygol State Agrarian Development Center, Ganja Architecture and Urban Development Department - is dedicated to the application of geographic information systems (GIS) in areas related to land management. During the training, students are introduced to modern computer programs such as ArxCis, AutoCad, Globale MAP, MAP Info, etc.
At present, the department of land management has 4 associate professors, 7 senior teachers, 2 assistants.
